- All requests for DHHS support of grants and other proposals must be submitted in writing to the agency director at least ten working days prior to the grant or proposal deadline date. Requests received less than ten working days prior to the grant or proposal deadline will be accepted at the discretion of the director. The request should include:
- a complete and detailed description of exactly what type of assistance is being requested and
a copy of the proposal. If a final copy of the proposal is not available, an abstract or summary may be accepted at the director’s discretion.
- Accepted requests will be assigned to the appropriate Bureau Chief through the agency logging system, who, in turn, will designate the individual responsible for preparing a response for the director’s signature.
- The agency staff person receiving the logged request will review the proposal or abstract and analyze:
the specific commitments (for example, collaboration, coordination, monetary support, in-kind support, and/or staffing assistance) being requested,
any potential for conflict of interest, and
whether the request abides by agency confidentiality rules and regulations.
All requests that involve research or data requests must be approved by the DHHS Data Review Committee.
- Requests for certain program or client data (such as number of people served in a program, number of eligibles, etc.), rather than specific support, may be supplied without regard to this process as long as there is not an agency endorsement involved and as long as the information supplied does not violate agency confidentiality rules or regulations.
- A copy of this policy may be shared with agencies or organizations requesting DHHS support.
