The Optional State Supplementation (OSS) Program is not a Medicaid service as it is paid for with 100% state funds.  OSS provides a monthly payment to eligible aged, blind or disabled individuals who need help paying the Community Residential Care Facility (CRCF) where they live.  A CRCF is licensed by DHEC to provide room and board and some personal assistance with daily living activities on a 24 hour a day basis.
