    Division of Family Services 

The Division of Family Services has the following programs:

  • Home and Community based services for children under 21
  • Alcohol and Drug treatment for children and adults
  • Community Mental Health services for children and adults
  • Case Management for children and adults

  • CASE MANAGEMENT

    Case management services help certain groups of people make sure their basic needs, like medical services, are met. These following groups are included:

    • People with mental retardation and other disabilities who are not in an institution.
    • Adults with mental illness
    • Children with serious mental problems
    • People who abuse drugs and/or alcohol
    • People with sickle cell disease
    • People with head and spinal cord injuries and other disabilities
    • People with hearing and sight problems
    • Some children in the Juvenile Justice system

    COMMUNITY SERVICES FOR CHILDREN UNDER 21 WITH BEHAVIOR AND MENTAL PROBLEMS

    Services have to be approved prior to getting the service.
    Services support children and families in the home or community.

    The following services are available:

    Mental Health Services Not Otherwise Specified (formerly Intensive Family Services)
    These are time limited clinical interventions predominantly provided within the home and community environment of the identified child. Services are designed to serve children and adolescents under the age of 21.


    Psychosocial Rehabilitation Services (formerly Clinical Day Programming)
    This is a comprehensive system of individual, family, and group treatment services dedicated to the mitigation of the effects of serious emotional and/or behavioral disturbances on children and adolescents.


    Children's Day Treatment (CDT)
    These services are provided to young children and adolescents with severe mental or behavioral problems. The services are provided under the direction of a doctor or licensed psychologist. The goal of services is to help children deal with their problems so that delays in development, education, and individual/family function do not occur.


    Community-Based Wraparound Services
    Are services rendered to a child with emotional and/or behavioral problems, and to the child's family. Community-Based Wrap-around services are provided to maintain the child in his or her community and to prevent out-of-home placement.


    Early Intervention Services
    Are therapeutic, training, and support services provided in order to facilitate the developmental progress of children between the ages of birth to six years whose developmental patterns are atypical due to influence of certain biological or environmental factors.


    Therapeutic Behavioral Services (formerly Therapeutic Child Treatment)
    This is a psychosocial and developmental system of services for young children birth through age six. The goal of this service is to cultivate the psychological and emotional well-being of children and to promote their developing competencies.


    MENTAL HEALTH, ALCOHOL, AND OTHER DRUG ABUSE TREATMENT SERVICES

    The services listed below are available:

  • Outpatient Community Mental Health Services
  • Alcohol and Other Drug Treatment Services through one of the local CMH centers or Alcohol and Drug Abuse Commissions.
    PSYCHOLOGICAL SERVICES FOR CHILDREN UNDER 21
    A state agency must approve these services before getting them. Services are rendered by a Psychologist that holds a Ph.D. or Psy.D and who is licensed with a specialty in Clinical, Counseling, or School Psychology as approved by the South Carolina Board of Examiners in Psychology. Services may be rendered under the direct supervision of psychologist licensed to practice in South Carolina.


    Residential Children's Behavioral Health Services for Children under 21
    Are designed for children who are unable to function successfully in a community environment and are in need of a structured therapeutic environment.
    The following out-of-home therapeutic placements are available:
    • Therapeutic Foster Care
    • Therapeutic Behavioral Services high and moderate management
    • Sexual Offenders Treatment Services
    • Therapeutic Behavioral Services formerly Supervised Independent Living

    These services help children with problems live somewhere other than their home. The goals of the services are to return home, be adopted, or live on your own.

  • Inpatient Psychiatric Facility for children under 21- These facilities provide many services to treat severe mental problems in children.


  • Psychiatric Residential Treatment Facilities for children under 21-These facilities provide long-term treatment to children who have mental problems.


  • Medical Therapeutic Foster Care - These support and treatment services are for children in foster care who have severe medical and mental problems.


  • DEVELOPMENTAL EVALUATION CENTER (DEC)

    Developmental Evaluation Center (DEC) services are for children between the ages of 0 - 21 in the South Carolina Partners for Health program who have, or are thought to have, a developmental delay, a behavior or learning disorder, or other disability. A regional hospital that can treat severe health problems can be a DEC. A DEC must help you get the following services, if needed.

    • Medical Assessment
    • Neurodevelopmental Assessment
    • Developmental Psychological Assessment
    • Social Work
    • Audiology
    • Genetic Counseling
    • Nursing, Nutrition
    • Occupational Therapy
    • Physical Therapy
    • Special Education
    • Speech/Language Therapy
    • Specialists in other areas

    DISEASE Management

  • Sickle Cell Case Management- These services help people in the South Carolina Partners for Health program with Sickle Cell Disease manage their illness.
