The Division of Contracts supervises and directs the solicitation, development and management of all Contracts that legally binds DHHS to legal entities or to individuals for Medicaid Services. DHHS contractual agreements are with private, public and non-profit entities.

The Division has the responsibility to advise the agency departments of the appropriate methods for the solicitation and awarding of contracts which includes but is not limited to:

• Request for Proposals
(RFP)
• Invitation for Bids
(IFB),

The Division works with agency staff as well as staff from other agencies and private entities to coordinate and develop the contract document.

The Division ensures contractual and solicitation documents are drafted in accordance with the S.C. Consolidated Procurement Code and all applicable state and federal laws.
