The Head and Spinal Cord Injured (HASCI) waiver serves individuals with severe
physical impairments involving head and/or spinal cord injuries, where there is some
indication that the impairment will continue indefinitely. Persons enrolled in this waiver
must meet nursing facility (NF) or intermediate care facility for the mentally retarded
(ICF/MR) level of care criteria.
The HASCI waiver is operated and overseen on a day-to-day basis by the South Carolina
Department of Disabilities and Special Needs (SCDDSN). SCDDSN service
coordination staffs arrange and authorize waiver services.
HASCI
waiver services include physical therapy, occupational therapy, prescribed drugs,
psychological services, health education, peer support, private nursing services,
habilitation support services, respite care, personal emergency response systems (PERS),
attendant care services, specialized supplies and adaptations (including home and vehicle
modifications), and communication services.
The Department of Health and Human Services (DHHS) serves as an administrative
oversight and monitoring entity to ensure health, safety and welfare of waiver recipients.
DHHS is responsible for ensuring that a formal system is in place to periodically review
client services and to insure that services in place are consistent with the identified needs
of the HASCI waiver client. The agency also assures financial accountability for funds
expended and appropriate documentation of services under the waiver. To learn more
