Sections 1-1-810 and 1-1-820 of the South Carolina Code of Laws, as amended, require that each state agency submit an Annual Accountability Report containing "the agency's or department's mission, objectives to accomplish the mission, and performance measures that show the degree to which objectives are being met." Section 72.68 of the FY 1998-99 Appropriation Act requires that the Accountability Reports be available to the Governor, House Ways and Means Committee and Senate Finance Committee by November 1. (The Commission on Higher Education and higher education institutions are directed to report in accordance with Section 59-101-350.)
The Accountability Report is intended as a concise, straightforward report on performance for review by the Governor and the General Assembly. It also serves as a management tool for agencies to monitor and improve their programs. As such, agencies are encouraged to continually review their performance measures and seek improvement.
