Provider Training Events for the Optional Supplemental Care for Assisted Living Program (OSCAP).


The South Carolina Department of Health and Human Services (SCDHHS), Division of Long Term Care Transformation, will sponsor three regional training events focusing on provider enrollment and provider requirements for OSCAPThese training events are for any Community Residential Care Facility (CRCF) currently enrolled as an Optional State Supplementation (OSS) provider and for those contracted as Integrated Personal Care (IPC) providers. 

SCDHHS has completed the first steps to improving and enhancing the OSS program.  The transformed program, OSCAP, will specify more stringent consumer and provider requirements, and will improve the overall quality of care within CRCFs.                                                                                    

OSCAP will require prior authorization and that consumers meet medical necessity criteria to enter the program. Under the enhanced program, consumers will also be eligible to receive incontinence supplies and Targeted Case Management (TCM) services as a result of some additional changes that SCDHHS is making to the Medicaid State Plan.  In addition, SCDHHS will be requesting an amendment to the 1915(c) Community Long Term Care Community Choices waiver to add the provision of Personal Care services to consumers residing in a CRCF who meet the intermediate nursing home level of care.

Registration is mandatory for all attendees, as space is limited.  Meetings are scheduled for April 24th through April 26th in three locations across the state.  Meeting details including the logistics for each location are attached.
