Revisions to Rehabilitative Behavioral Health Services Policy and Procedures - Administrative Changes

Effective Nov. 1, 2015, the South Carolina Department of Health and Human Services (SCDHHS) will implement modifications to the Rehabilitative Behavioral Health Services (RBHS) Policy Manual. These manual revisions will strengthen fee-for-service Medicaid requirements related to several areas of the provider manual including:

  1. provider accreditation,
  2. provider and staff credentials and
  3. business requirements.


The intent of this bulletin is to provide notice of revisions and highlights of affected areas; it is not intended to reflect all revisions in the manual. Providers will need to access the online manual and read the entire policy. The RBHS manual may be subject to further change. These changes apply to fee-for-service RBHS only.

Provider Accreditation

All private RBHS providers enrolled in the South Carolina Healthy Connections Medicaid program, shall have until Oct. 31, 2016, to provide evidence that they fully meet both the current accreditation requirements and also additional accreditation requirements contained in the Nov. 1, 2015, RBHS Policy Manual. Providers must be accredited by service/program type and site. Copies of the accreditation certificate, the accreditation letter identifying the specific accreditied services and the most recent accreditation survey report must be submitted to SCDHHS. Failure to maintain accreditation at any time shall result in termination of enrollment.

Provider and Staff Credentials

Clinical Director Requirements: Effective Nov. 1, 2015, all clinical directors must be South Carolina Licensed Practitioners of the Healing Arts (LPHA). A master's level clinical professional who is serving as a clinical director without a South Carolina license on Nov. 1, 2015, may continue to serve in that capacity until Oct. 31, 2017, provided that he/she can demonstrate that he/she is making a bona fide effort to become a South Carolina LPHA.

Staff Credentials: Policy changes related to staff credentialing will include but not be limited to: revisions in the areas of background checks and professional sanction checks.

Business Requirements

Policy revisions will be made to business requirements including but not limited to revisions in basic provider enrollment requirements and location/zoning requirements.
