SCDHHS announces new members of its fiscal team



COLUMBIA, S.C.— The South Carolina Health and Human Services (SCDHHS) announced Thursday the addition of two new positions to its Fiscal Affairs division, completing an overhaul of the way the agency manages the state’s $6 billion a year Medicaid budget.

  • Louis Krause will serve as controller, handling the agency’s day-to-day accounting functions. Krause previously served as chief operating officer of VIA Information Tools in Naples, Fla. He also served as chief financial officer of PBR Columbia LLC in Columbia, S.C. Krause holds a master’s degree in finance from the University of Toledo and bachelor’s degree in business from The Ohio State University.
  • Jennifer Green will serve as director of budget and planning and is responsible for coordinating the agency’s comprehensive budgeting process and related fiscal activities. Green previously served as fiscal manager for the City of Raleigh (N.C.) Police Department and is a Certified Public Manager. She holds a law degree from University of Florida and a bachelor’s degree in political science from UNC-Chapel Hill.

Both Krause and Green will report to Ruth Johnson, who was named SCDHHS chief financial officer in June. SCDHHS Director Anthony Keck said the recent hires reflect the agency’s goal of establishing greater accountability for how the agency manages its funds and projects future financial needs.

“We have an obligation to carefully manage the taxpayer dollars allocated to the Medicaid program, and this team will allow us to do that more strategically,” Keck said.
