Community Support Services Credentialing; Rehabilitative Behavioral Health Services Policy Reminder


The South Carolina Department of Health and Human Services (SCDHHS) released a Medicaid Bulletin

April 13, 2015, outlining new Rehabilitative Behavioral Health Services (RBHS) policy changes effective July 1, 2015, for private RBHS/Therapeutic Foster Care (TFC) Medicaid providers rendering Community Support Services. The policy allows a staff person with less than a bachelor's degree employed by a RBHS/TFC organization to provide Community Support Services (CCS) to children and adolescents who are referred to TFCs by state agencies.

Below is the process for state agencies and private RBHS/TFC providers on the process of referring and providing CSS to children and adolescents in a TFC placement utilizing a staff person with less than a bachelor's degree. Referrals are for eligible Medicaid beneficiaries (ages 0 to 21):
