Cost-of-living Increases and Re-budgeting of Cases


Effective Jan. 1, 2022, Social Security (Title II-SSA) and Supplemental Security Income (SSI) benefits payments will include a 5.9% cost-of-living adjustment (COLA). The South Carolina Department of Health and Human Services (SCDHHS) is processing the COLA re-budgets during December 2021. As the agency transitions long-term care eligibility from the legacy Medicaid Eligibility Determination System (MEDS) to Cúram, the COLA increase will impact Healthy Connections Medicaid members in both systems. Facilities will receive a form for these impacted members. Please note the forms you receive will look slightly different depending on which system currently holds the member’s eligibility information. Further information on the re-budgeting process and samples of the forms facilities will receive are listed below.

Members in MEDS:

  • The process has not changed. · Facilities will receive form MSC002 (nursing facilities) or form MSC004 (CRCF facilities).
  • These forms will be reviewed, corrected as needed, and signed by eligibility staff.
  • Signatures may be typed.

Members in Cúram:

  • The system will automatically complete the re-budget.
  • Forms MSC002 (nursing facilities) and form MSC004 (CRCF facilities) will be populated by the system, printed and mailed to facilities without worker intervention.
  • Instead of an eligibility specialist’s name in the signature line, it will say, “SCDHHS.”

Nursing Facilities:

  • For facilities that bill in Phoenix, cost of care will be updated in Phoenix.

CRCF Facilities:

  • Form MSC004 – Section II. A and B should be left blank for COLA updates.
