IDEA Part C Policy Updates


The South Carolina Department of Health and Human Services (SCDHHS) is issuing the following policy updates and clarifications for providers and service coordinators who render services to children enrolled in the Individuals with Disabilities Education Act (IDEA) Part C program, commonly known as BabyNet in South Carolina.

Any beneficiary enrolled in Medicaid hospice at the time of their IDEA Part C eligibility determination will not be eligible for IDEA Part C services. If an IDEA Part C eligible beneficiary enrolls in Medicaid hospice, they will be disenrolled from IDEA Part C no later than their next scheduled Individualized Family Service Plan (IFSP) update.

Participation in IDEA Part C does not exclude beneficiaries from entering hospice care. Beneficiaries participating in the Medicaid hospice program are eligible for medically necessary services in accordance with the Hospice Provider Manual.
