Individuals with Disabilities Education Act Part C Program (BabyNet) Updates

PROVIDER ALERT

Reminder: Providers Must Enroll with Managed Care Organizations by Oct. 1
Providers rendering services to beneficiaries dually enrolled in a Healthy Connections Medicaid managed care organization (MCO) and Individuals with Disabilities Education Act (IDEA) Part C (commonly known as BabyNet) must enroll with the appropriate MCO by Oct. 1, 2019. This does not apply to service coordinators. BabyNet providers must be an enrolled Medicaid provider prior to seeking enrollment and/or credentialing with an MCO. Enrolling in an MCO allows providers to be eligible for payment by the MCO in which they are enrolled during the continuity of care period (Oct. 1, 2019-Dec. 31, 2019). Providers currently contracted with an MCO do not need to enroll as those providers are already in network.

After the continuity of care period has ended, providers must also be credentialed with an MCO in order to receive payment. The credentialing process requires a completed credentialing application for each MCO providers intend to bill for Medicaid BabyNet services. The credentialing process can take up to 60 days after the proper submission of an accurate and complete application.

Prior Authorization Forms and Direction for Providers
In addition to being enrolled with the appropriate MCO for the continuity of care period, effective Oct. 1 BabyNet providers will be required to submit the following to MCOs to obtain prior authorization for services:

Both forms are required to obtain prior authorization from MCOs for dates of service on and after Oct. 1, 2019.

Provider Payments Update
The first round of integrated payments processing for service coordinators and providers who render BabyNet services was conducted by SCDHHS during the week of July 22, 2019. If payment was not received by Aug. 5, please contact BabyNet_Billing_Support@SCDHHS.gov. Please be aware BabyNet rates are aligned with those in Medicaid for dates of service after June 30, 2019, and that the Agency Invoice Report located within the BabyNet Reporting & Intervention Data Gathering Electronic System (BRIDGES) was removed to avoid confusion between rates.

Integration FAQ Page Updated with Responses to Webinar Questions
In addition to questions about the MCO enrollment and credentialing process, SCDHHS has updated the integration FAQ page with answers to questions raised about the July 10 bulletin during the July 17 webinar. A recording of the webinar is also available on SCDHHS’ website. The FAQ page will be updated throughout the integration. Additional updates will also be highlighted in future Medicaid alerts.

New BabyNet Brochure Available
SCDHHS has produced an updated BabyNet brochure that includes the URL to the new BabyNet Referral Portal, which was announced in a July 2019 alert. The brochure also features a new phone number parents and health care professionals can call to make a referral. Reminder: New BabyNet Policy and Procedures and Forms Available; Training Webinar Announced
SCDHHS is hosting two one-hour webinars to discuss changes to the BabyNet Policy and Procedure Manual and corresponding forms, which are available on the BabyNet website. The first webinar will be held Friday, Aug. 9 and the second webinar will be held Friday, Aug. 16. Both webinars will begin at 11 a.m. Webinar participants will be able to submit questions during the presentation through the WebEx chat feature. SCDHHS will post recordings of both webinars to the BabyNet website for general access. For both webinars, SCDHHS recommends using the WebEx link for video and calling into the conference number listed for audio. To participate in the webinars, please follow the instructions below.
