David H. Ulmer


Deputy Director for the Office of Information Management and CIO

David Hamilton Ulmer is the deputy director for the Office of Information Management (OIM) and the chief information officer (CIO) for the South Carolina Department of Health and Human Services (SCDHHS). Ulmer is responsible for the ongoing operations of the information technologies required for the agency to delivery its services to the citizens of South Carolina.

Ulmer joined the agency as assistant deputy director of OIM and CIO of Information Systems Operations in April 2018, and moved to his current role as deputy director and CIO in September 2018. Prior to that, he was a senior executive partner with Gartner where he assisted other CIOs with strategic planning, cloud services planning, security, innovation, operational efficiency and leadership development. Before Gartner, Ulmer was the CIO for the North Carolina Department of Transportation where he supported NC DMV, NC Rail, NC Aviation, NC Division of Highways and the NC Ferry Operations. While there, he focused on modernizing legacy platforms and improved information security. He has also held various senior IT leadership positions with Bank of America in Charlotte, NC.  

Ulmer obtained a Liberal Arts degree from Furman University in 1982, and a Master of Business Administration from Emory's Goizueta School of Business in 1988.
