Elizabeth “Beth” Hutto


Deputy Director for Eligibility, Enrollment, & Member Services

Elizabeth (Beth) Hutto, Esq., serves as deputy director for Eligibility, Enrollment and Member Services for the South Carolina Department of Health and Human Services (SCDHHS). This department focuses on the enrollment and member management of the one million beneficiaries that SCDHHS serves. She also oversees the BabyNet field staff and operations, third-party liability services, appeals and hearings, civil rights and privacy, facilities management and resources, and serves as the agency's ethics officer.

Hutto joined the agency in April 2012 as the Program Director for the Division of Appeals and Hearings and Third Party Liability and became Interim Deputy Director for Finance and Administration and Chief Financial Officer for one year beginning in March 2013. Prior to joining SCDHHS, she served as an advocate for Medicaid recipients with the South Carolina Appleseed Legal Justice Center and the Tennessee Justice Center. She has represented Medicaid recipients in individual matters and complex litigation including 750,000 Medicaid-eligible children in a class action case. Hutto graduated magna cum laude from the University of South Carolina Honors College in 1993 and graduated from the University of North Carolina School of Law in 1996. She holds a Bar Membership in both South Carolina and Florida.
