John Supra


Deputy Director & CIO

John Supra is the Deputy Director for Operations and Information Management and the Chief Information Officer (CIO) at South Carolina’s Department of Health and Human Services (SCDHHS).  Mr. Supra is responsible for the Department's Operations and Provider Relations; Project Management; Human Resources and Information Technology. Since joining SCDHHS, he has been a driving force behind department-wide transformation, performance improvement initiatives and innovations. Some of those changes include use of Express Lane Eligibility options, redesign of the department's eligibility processes, implementation of Lean Six Sigma training, consolidation and standardization of claims processing and resolution activities and modernization of information technology.

Supra is active in state and national efforts to transform Medicaid policies, operations and systems. He aims to ensure the program delivers positive health outcomes for those most in need in ways that are sustainable and cost effective. Supra is active in the national dialogue about the future of Medicaid and is a key advocate in South Carolina’s efforts to drive meaningful change by engaging with the Centers for Medicare and Medicaid Services (CMS). Supra has been a presenter for Governing webinars, State Refor(u)m, and the National Academy for State Health Policy (NASHP). He is also active in the National Association of Medicaid Directors (NAMD), and participates in Gartner’s public sector CIO community. Supra has been instrumental in the state’s pursuit of innovative public financing through social impact bonds (SIBs) contributing to the national award for technical assistance from the Harvard Kennedy School’s SIB Lab.

Supra brings significant experience in enterprise software development and organizational leadership to the department. Most recently, he was vice president and chief technology officer at DigitalFusion where he oversaw the design, development and operations of DFStudio, a leading online application for the professional photography industry. Prior to DigitalFusion, he was a vice president at Resource Directory Group. While there, he led the database development and publishing operations for a series of social service resource guides. Supra has also served as vice president and chief technologist for the OnStation Corporation [subsequently acquired by Cobalt/ADP], where he led the application development and technical operations for an online solution that delivers customer relationship management in the automotive industry.
Supra applies his knowledge of process improvement and enterprise software development in his work to disrupt government and drive innovation that enables government to have a greater capacity to do good for its citizens. Mr. Supra holds bachelor’s and master's degrees in engineering from the University of Colorado at Boulder.
