Action Regarding Preventative Dental Services For Adults Over The Age Of 21

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirement of 42 CFR 447.205, gives notice of the following action regarding Preventative Dental services for adults over the age of 21.

Effective on or after July 1, 2014, SCDHHS will update the Adult Dental policy to allow Medicaid enrolled dentists to be reimbursed by the Healthy Connections Fee-for-Service program for services that include cleanings, fillings and extractions for adults over the age of 21. The preventative dental benefit includes a maximum benefit of $750 per beneficiary per state fiscal year (July to June). Currently, adult dental services are limited to dental services required to support the treatment of trauma, transplants and oncology as well as emergency services.

This change is expected to increase Healthy Connections Fee-for-Service expenditures by approximately $35 million total dollars annually.

Copies of this notice are available at each County Department of Health and Human Services office and at for public review. Additional information concerning this action is available upon request at the address cited below.

Any written comments submitted may be reviewed by the public at the Department of Health and Human Services, Office of Health Services, 1801 Main Street, Columbia, South Carolina, Monday through Friday between the hours of 9:00 A.M. and 5:00 P.M.
