Emergency Dental services for adults over the age of 21



The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirement of 42 CFR 447.205, gives notice of the following proposed action regarding Emergency Dental services for adults over the age of 21.

Effective on or after April 1, 2014, SCDHHS proposes to update the Adult Dental policy to allow Medicaid enrolled dentists to be reimbursed by the Fee-for-Service Healthy Connections program for emergency dental services to adults over the age of 21.  Currently, adult dental services are limited to special services required to treat extractions for the relief of severe and acute pain or an infectious process in the mouth; extractions and treatment for the repair of traumatic injury; certain services provided by an oral surgeon; and extractions and treatment required in preparation for, or during the course of treatment for organ transplants, oncology, radiation or chemotherapy of the head or neck for cancer or joint or heart valve replacement.

The adult emergency dental benefit is not to be confused with the proposed adult preventive benefit that is under consideration by the legislature for possible inclusion in the State Fiscal Year 2015 budget.

This proposed change is expected to increase Healthy Connections Fee-for-Service expenditures by approximately $12M annually.
