ICF-ID Rates Effective May 1 2014

PUBLIC NOTICE: 
SOUTH CAROLINA DEPARTMENT OF HEALTH AND HUMAN SERVICES

The South Carolina Department of Health and Human Services (Department), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following actions regarding its methods and standards for paying providers under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
 
Effective for services provided on or after May 1, 2014, the Department will amend the South Carolina (SC) Title XIX State Plan by updating the Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs) Medicaid prospective payment rates using the most recent cost report data available (i.e. July 1, 2010 through June 30, 2011) and updated CMS SNF PPS Market Basket rates. The Department will develop one statewide community residential rate to reimburse all ICF/IIDs which are identified as community residences and one statewide regional center rate to reimburse all ICF/IIDs which are identified as regional centers.
 
As a result of the above actions, the May 1, 2014 statewide community residential rate is projected to be $228.93 as compared to the October 1, 2012 weighted average community residential rate of $222.83, which represents a 2.74% increase. The May 1, 2014 statewide regional center rate is projected to be $403.92 as compared to the October 1, 2012 weighted average regional center rate of $391.76, which represents a 3.10% increase.
 
The Department estimates that the actions reflected above will increase annual aggregate Medicaid expenditures by approximately $4.38 million (total dollars).
