Proposed action regarding the National Medicaid Pooling Initiative (NMPI) Supplemental Drug Rebate Agreement (SRA)

SOUTH CAROLINA DEPARTMENT OF HEALTH AND HUMAN SERVICES

 

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following proposed action regarding the National Medicaid Pooling Initiative (NMPI) Supplemental Drug Rebate Agreement (SRA) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

SCDHHS participates in the NMPI to garner rebates from drug manufacturers for prescription medications provided to South Carolina Medicaid beneficiaries.  Effective October 1, 2013, SCDHHS proposes to amend the South Carolina Title XIX State Plan to reflect updates to the rebate agreement template used to establish the contractual basis for the NMPI rebates.  These updates are due largely to changes in definitions outlined in the Affordable Care Act (ACA).  These proposed changes will have no impact on the reimbursement for prescription medications, the Preferred Drug List (PDL), or the cost or availability of medications to Medicaid beneficiaries.
