Proposed Action Regarding Physical, Occupational, and Speech Therapy (PT/OT/ST)



The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirement of 42 CFR 447.205, gives notice of the following proposed action regarding Physical, Occupational, and Speech Therapy (PT/OT/ST) services delivered in a Comprehensive Outpatient Rehabilitation Facility.

Effective for service dates on or after April 1, 2014, SCDHHS proposes to make the following changes.  SCDHHS will expand the place of service for recipients age 21 and over that are authorized to receive outpatient physical, occupational, and speech therapies (PT/OT/ST) services to include place of service Comprehensive Outpatient Rehabilitation Facility for ambulatory therapy services only.

Outpatient hospital services provided by Comprehensive Outpatient Rehabilitation Facility will receive an outpatient multiplier of .93.  This proposed change reflects the current outpatient hospital payment methodology and therefore it is anticipated that this payment change will be budget neutral.  This policy change will not be effective until a bulletin is released with billing and provider enrollment instructions.
