SCDMH Rates

PUBLIC NOTICE: 
SOUTH CAROLINA DEPARTMENT OF HEALTH AND HUMAN SERVICES

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for paying providers under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after November 1, 2015, the SCDHHS proposes to amend the South Carolina (SC) Title XIX State Plan to allow for the development of two individual rates for Medicaid eligible individuals receiving services in one licensed long term care psychiatric hospital owned by the South Carolina Department of Mental Health (SCDMH). One rate will be established for children services under the age of 21 and the other rate will be established for adult services.

The agency proposes to implement the above action in order to ensure Medicaid revenue neutrality when the two individual long term care psychiatric hospitals owned and operated by the SCDMH are combined into one licensed long term care psychiatric hospital.

The SCDHHS projects that based upon the proposed action noted above, annual aggregate Medicaid fee for service inpatient hospital expenditures will be maintained at current payment levels.
