Proposed Action for the Home-Based Private Duty Nursing Services Program

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for setting payments for the Home-Based Private Duty Nursing Services Program under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services provided on or after Jan. 1, 2020, SCDHHS proposes to increase the home-based private duty nursing service regular registered nurse (RN) and licensed practical nurse (LPN) service rates by 5 percent. The RN enhanced and LPN advanced nursing rates will also increase due to the regular RN and LPN services rate increase noted above.

SCDHHS projects that based upon the proposed action, annual aggregate Medicaid fee-for-service expenditures will increase by approximately $1.2 million (total dollars). Additional changes will be made to waiver services not included in this state plan action.
