Public Notice of Proposed Action for Hospital-based Crisis Stabilization Services

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following proposed actions regarding rates for specialized behavioral health crisis stabilization services in hospital emergency departments under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after Jan. 1, 2024, SCDHHS proposes to amend the South Carolina Title XIX State Plan to establish the reimbursement methodology for behavioral health crisis stabilization services provided in hospital emergency settings separate from the hospital’s general emergency department.

SCDHHS is making these changes to support access to behavioral health services, enhance the state’s provider network and ensure services are delivered effectively.

Based on the proposed actions above, SCDHHS projects a budget impact of approximately $3.1 million total dollars per year.
