The Vision Team was established in the Fall of 2011 to set the goals and direction for the South Carolina Birth Outcomes Initiative. They meet monthly to discuss progress and next steps needed to reach the identified goals. Vision Team members are core leaders from the various stakeholder organizations focused on maternal and infant health.

South Carolina Birth Outcomes Initiative (SCBOI)
South Carolina Birth Outcomes Initiative (SCBOI) is an effort by the South Carolina Department of Health and Human Services (SCDHHS), South Carolina Hospital Association, Blue Cross Blue Shield of South Carolina, South Carolina Department of Health and Environmental Control (DHEC), March of Dimes, South Carolina Office of Rural Health (SCORH) and over 100 stakeholders to improve the health outcomes for all moms and babies. Launched in July 2011, SCBOI has led the following efforts:
Safe Sleep Initiative
The most common preventable fatalities for infants or children under the age of one year are sleep related, both nationally and in South Carolina. To address these preventable sleep-related deaths, the South Carolina Safe Sleep Initiative was developed in 2014, with the purpose to promote consistent and unified safe sleep messaging, education and awareness statewide to eliminate preventable sleep-related infant deaths and injuries.

Quality and Patient Safety
The Quality and Patient Safety workgroup is a multidisciplinary team focused on patient safety and quality initiatives from a state-wide perspective. The overall goal of improving perinatal outcomes through integration of national standards, state goals, and evidence-based practice.

Newborn Care Coordination
The Newborn Care Coordination workgroup discusses a wide range of issues that impact SC newborns within our birth facilities. Participants share their processes and ideas, from customary to innovative care, in order to promote positive change.

Standards of care for newborns.
Common problems in newborn care.
Innovations in newborn care.

Behavioral Health
The SCBOI Behavioral Health workgroup brings together key stakeholders to address the unmet maternal mental health and substance use disorder treatment needs of pregnant and postpartum women and their infants.
Current areas of focus:
Access and Care Coordination
The Access and Care Coordination workgroup addresses barriers to optimal maternal and infant care in South Carolina. This workgroup aims to find solutions that will address health disparities among racial and ethnic groups, and between geographic regions. Its hope is to educate all parties: the patient, provider, community support groups and health systems.
