Public Notice of Final Action for Adult Day Health Care Transportation

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following action to transition Adult Day Health Care (ADHC) transportation for participants within 15 miles of the ADHC under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services on or after July 1, 2022, SCDHHS will amend the South Carolina Title XIX State Plan to remove reference to ADHC transportation within 15-mile radius of ADHC centers. The state is seeking to transition transportation to the non-emergency medical transportation (NEMT) broker for participants within 15 miles of the center. The purpose of the change is to enhance the network for transportation and to address negative impacts to providers currently required to provide this transportation. This change is expected to have no adverse impact on providers or participants.

Based on the actions above, SCDHHS anticipates no budget impact under the State Plan. Costs for ADHC transportation within 15 miles of the ADHC are included in 1915(c) home and community based waiver applications.

Copies of this notice are available at each South Carolina Healthy Connections Medicaid county office and at www.scdhhs.gov for public review. Additional information regarding these actions is available upon request at the address cited below.

Any written comments submitted may be reviewed by the public at the SCDHHS, Bureau of Policy, 1801 Main Street, Columbia, South Carolina, Monday through Friday between the hours of 9 a.m. and 5 p.m.
