Eunice Medina

Interim Director

On Nov. 6, 2024, Eunice Medina was named interim director of the South Carolina Department of Health and Human Services (SCDHHS) by Governor Henry McMaster. Prior to this role, Medina had served as the agency's chief of staff and deputy director of programs since June 2021.

Medina has extensive health care experience including more than 20 years with Medicaid policy and operations. Prior to her current role with SCDHHS, she served as a bureau chief with the Florida Agency for Health Care Administration where she managed Florida's 18 plus Medicaid managed care plans and worked extensively with the state's home and community-based services waiver programs.

Medina is a graduate of Florida State University and of the South Carolina Executive Institute.

Nicole Mitchell Threatt

Deputy Director of Eligibility Enrollment and Member Services

Nicole Mitchell Threatt is the Deputy Director of Eligibility Enrollment and Member Services. With a career at the South Carolina Department of Health and Human Services spanning almost 25 years, Mitchell Threat has served in numerous positions in the area of behavioral health and community long term care including as a policy analyst, as a division director of community and facility services and, most recently, as a program director in Long Term Living.

She is a graduate of the state's Certified Public Manager program, holds a Bachelor of Arts in political science from Benedict College and has a master's degree in social work from the University of South Carolina.

Brad Livingston

Chief Financial Officer

Brad Livingston is the chief financial officer (CFO) of the South Carolina Department of Health and Human Services (SCDHHS). His career began with the agency in 1992 in the fiscal department where he continued through 2000. He worked at SCDHHS again from 2014 to 2019, as Director of Accounting Operations, Director of Federal Reporting and Systems and Controller. He returned to the agency as CFO in March 2022.

Livingston has worked in state government for 28 years. In addition to his time at SCDHHS, he also served as the CFO of South Carolina Educational Television (SCETV) for six years. Most recently, he worked as the Director of Administration at the South Carolina State Treasurer’s Office.

A graduate of Clemson University, Livingston has a Bachelor of Science in accounting. He is a member of the Government Finance Officers Association and is a native of Swansea.

Rhonda Morrison

Chief Information Officer

Rhonda Morrison is the Chief Information Officer for the South Carolina Department of Health and Human Services (SCDHHS). She began with the agency in 1990, when it was known as the State Health and Human Services Finance Commission, starting as the division director of the Medicaid Management Information System. Morrison has extensive experience in Medicaid systems implementation and management and has served in numerous leadership positions within the agency including as director of the project management office, interim chief information officer and director of the Member Management Replacement Project.

Morrison is a certified Lean Six Sigma Green Belt and holds an associate degree in computer data processing from Midlands Technical College.

Byron Roberts

General Counsel

Byron Roberts is the general counsel for the South Carolina Department of Health and Human Services (SCDHHS). Roberts received his undergraduate degree from the University of South Carolina in 1989 and his Juris Doctorate from the University of South Carolina School of Law in 1994.

Roberts began as a claims adjuster for Nationwide Insurance in the early 90s. In 1994, he became the deputy general counsel for the South Carolina Department of Corrections. Roberts moved to the South Carolina Attorney General's office in 1996 to become the assistant deputy attorney general and director of the Insurance Fraud Division.

He first came to SCDHHS and served as the assistant general counsel in 1998. He took a year away from the agency in 2008 to serve as the assistant director of Legal Affairs at the University of South Carolina School of Medicine. Roberts returned to his previous position at SCDHHS in 2009 until becoming the agency's general counsel in 2012.

Deirdra T. Singleton

Deputy Director for Administration and Chief Compliance Officer

Deirdra T. Singleton is a deputy director of administration and chief compliance officer of the South Carolina Department of Health and Human Services.

Singleton has served over 25 years with the agency, beginning her tenure in as an administrative hearing officer. In 1992, she became a staff attorney and was later promoted to bureau chief for the agency's Bureau of Administrative Services in 1996. Steadily progressing through the ranks of the health and human services agency, Singleton has served as general counsel, chief of staff, deputy director and most recently acting director.

Singleton received her undergraduate degree in 1984 from the University of South Carolina and received her Juris Doctorate in 1987 from the University of South Carolina School of Law. She is a member of the South Carolina Bar Association and is admitted to practice in the Federal District Court for South Carolina. Singleton is a proud native of Little Mountain, South Carolina.
