Public Notice of Final Action for Limitations on Non-covered Medical Expenses

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following action regarding limitations on non-covered medical expenses under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after Oct. 1, 2023, SCDHHS will amend the South Carolina Title XIX State Plan to align the limitations on non-covered medical expenses with current Medicaid coverage for members who reside in a nursing facility. SCDHHS is making these changes to remove reference to medical expenses, which are allowable deductions, that are listed in the applicable provider manual (eyeglasses, dentures, denture repair, hearing aids). The State Plan language will retain reference to reimbursement for non-covered medical and remedial care expenses in accordance with the reimbursement methodology section of the State Plan.

Based on the action above, SCDHHS anticipates no budget impact.
