Public Notice of Final Action for South Carolina Department of Alcohol and Other Drug Abuse Service

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following actions regarding rate increases and updates to staff qualifications under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for dates of service on or after July 1, 2023, the following rates for county substance use disorder authorities will be increased:

Effective for dates of service on or after July 1, 2023, licensed addiction counselors will be added to the list of qualified providers in the Staff Qualifications section of the State Plan for provision of Medicaid mental health and/or substance use disorder services in accordance with South Carolina state law.

SCDHHS is making these changes to support access to behavioral health services, enhance the state’s provider network, and ensure services are delivered effectively.

Based on the actions above, SCDHHS projects a budget impact of approximately $188,000 (total dollars) per year.
