Public Notice of Proposed Action for the Psychiatric Residential Treatment Facility (PRTF) Rate Increase

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for setting payments for the Psychiatric Residential Treatment Facilities (PRTFs) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services provided on or after July 1, 2018, the SCDHHS proposes to increase the current SC Medicaid PRTF reimbursement rates by three percent (3%). The SCDHHS is making the proposed change in order to adjust PRTF rates to reflect additional cost increases incurred as a result of program requirements mandated by the agency last year.

SCDHHS projects that based upon the proposed action, annual aggregate Medicaid fee for service expenditures will increase by approximately six hundred thousand ($600,000) total dollars.
