Public Notice of Proposed Actions for Federally Qualified Health Care Centers (FQHCs)

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for setting payments for Federally Qualified Health Care Centers (FQHCs) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services provided on or after July 1, 2017, the SCDHHS proposes to increase the July 1, 2016 FQHC Alternate Payment Methodology Prospective Payment System (APM PPS) rates by the calendar year 2017 Medicare Economic Index trend rate of 1.2%.

The SCDHHS is making the proposed change in order to ensure that the July 1, 2017 Medicaid FQHC APM PPS rates equal or exceed the Medicaid minimum FQHC baseline PPS rates.

The SCDHHS projects that based upon the proposed action, annual aggregate Medicaid fee for service expenditures will increase by approximately $150,000 total dollars.
