Bulletin: Update on Telehealth Flexibilities Issued During the COVID-19 Public Health Emergency
During the initial response to the coronavirus disease 2019 (COVID-19) pandemic, the South Carolina Department of Health and Human Services (SCDHHS) announced dozens of temporary policy changes designed to ensure ongoing access to care for Healthy Connections Medicaid members and children enrolled in the Individuals with Disabilities Education Act Part C program, which is commonly known as BabyNet. The majority of these policy changes were issued using emergency authorities derived from the federal public health emergency (PHE) and were issued for the duration of the federal PHE. These policy changes included a heavy emphasis on building upon SCDHHS’ existing telehealth benefit. New telehealth flexibilities were extended for a wide variety of services where early evidence demonstrated a service may be able to be performed with an efficacy and quality of care comparable to the service provided in a face-to-face format.

Bulletin: Prior Authorization for Transplant Services
Effective Jan. 1, 2022, SCDHHS will accept prior approval of an organ transplant by the agency’s quality improvement organization (QIO) as approval for a Healthy Connections Medicaid member to be treated out of state, if applicable.
Bulletin: Update to Coronavirus Disease 2019 (COVID-19) Vaccine Administration Coverage to include Pediatric Coverage, Updated Booster Eligibility
The Centers for Disease Control and Prevention (CDC) has recently updated its recommendations regarding who is eligible to receive a COVID-19 vaccine to include children ages 5-11 years. The CDC has also updated its recommendations on who is eligible to receive a COVID-19 vaccine booster shot. The South Carolina Department of Health and Human Services (SCDHHS) will reimburse enrolled providers for the administration of COVID-19 vaccines, including additional doses of the COVID-19 vaccine consistent with the CDC’s guidance. The CDC is maintaining updated guidance on COVID-19 vaccines for specific groups of people, including guidance based on age, on its website. The CDC is also maintaining updated guidance on COVID-19 vaccine booster shot eligibility criteria on its website.

Effective for dates of service on or after Sept. 1, 2021, the rate for respite care services billed using Healthcare Common Procedure Coding System (HCPCS) code T1005 was increased to $4.05 per 15-minute unit.

SCDHHS will reimburse for the administration of additional doses of the COVID-19 vaccine consistent with the updated emergency use authorization issued by the U.S. Food and Drug Administration (FDA) and the recommendations of the Centers for Disease Control and Prevention (CDC).
