Postponement of EVV Launch for SCDDSN-operated Waiver Programs
The South Carolina Department of Health and Human Services (SCDHHS) is postponing the previously announced launch of the electronic visit verification (EVV) system for providers rendering in-home services to Healthy Connections Medicaid members participating in the three waivers operated by the South Carolina Department of Disabilities and Special Needs (SCDDSN). This includes the Community Supports (CS), Head and Spinal Cord Injury (HASCI) and Intellectual Disability and Related Disabilities (ID/RD) waivers.
In response to stakeholder feedback, SCDHHS is reevaluating its implementation plan for extending EVV usage to in-home services provided through the SCDDSN-operated waiver programs. As the agency reevaluates its strategy it will continue to review the feedback it has received with a focus on easing the administrative burden on providers while still meeting the regulatory requirements of the 21st Century Cures Act.
During this reevaluation period, SCDHHS recommends providers temporarily pause enrollment and training efforts related to the EVV rollout until the agency issues updated guidance. SCDHHS will provide further information in the near future regarding EVV timelines, trainings and requirements.
The information listed above only pertains to providers who render services to participants in the waivers mentioned in this bulletin. This bulletin does not affect any EVV requirements for providers who render services through the state’s four community long-term care (CLTC) and children’s waiver programs (the Community Choices, HIV/AIDS, Mechanical Ventilator Dependent, and Medically Complex Children waivers).
