Public Notice of Final Action for the Addition of Intensive in-home Services Using the Homebuilders® Model

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following action regarding the addition of Homebuilders®, an evidence-based, intensive in-home service under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after July 1, 2024, SCDHHS will add an additional evidence-based practice for children and adolescents, Homebuilders®, to the South Carolina Medicaid State Plan. Homebuilders® will apply:

Intensive, evidence-based family and community-based treatment intervention with aim of reducing disruptive out-of-home placements of children and youth or assisting in family reunification after out-of-home placement$386.80

SCDHHS is making this change to support access to behavioral health services, enhance the state’s provider network, and ensure services are delivered effectively. 

Based on the actions above, SCDHHS projects a budget impact of approximately $271,000 (total dollars) per year.

Any written comments submitted may be reviewed by the public at SCDHHS, Bureau of Policy, 1801 Main Street, Columbia, South Carolina, Monday through Friday between the hours of 9 a.m. and 5 p.m.
