Effective on or after April 1, 2024, SCDHHS will amend the South Carolina Title XIX State Plan by updating the ICF/IID Medicaid prospective payment rates. This action is being taken based upon the 5% cost of living adjustment authorized by the South Carolina General Assembly for state fiscal year July 1, 2023, through June 30, 2024.

As a result of the above actions, the April 1, 2024, aggregate (i.e., institutional and community residences) weighted average ICF/IID rate is projected to be $456.35. The aggregate weighted average as of July 1, 2022, was $437.86. This represents an aggregate weighted average per diem increase of $18.49 per patient day, or a 4.2% increase.

Based on the actions above, SCDHHS anticipates a budget impact of approximately $10.97 million (total dollars) per year.
