Public Notice of Proposed Action for the Supplemental Teaching Physician (STP) Payment Program

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for setting payments for the Supplemental Teaching Physician (STP) Payment Program under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for payments beginning on or after April 1, 2019, the SCDHHS proposes to compute payments under the Centers for Medicare and Medicaid Services (CMS) approved STP Payment Program using calendar year 2018 Medicaid fee-for-service (FFS) claims data and commercial payer rates. The Medicaid FFS claims data will be adjusted by an incurred but not reported (IBNR) factor to account for any incurred calendar year 2018 claims that may pay during calendar year 2019.

The SCDHHS is making the proposed change in order to update the STP payments using more current claims and commercial payer data.

The SCDHHS projects, based upon the proposed action, annual aggregate Medicaid FFS expenditures will increase by approximately $1,100,000 total dollars.

Copies of this notice are available at each SCDHHS county office and at www.scdhhs.gov for public review. Additional information regarding this proposed action is available upon request at the address cited below.
