Jim Coursey


Deputy Director for the Office of Information Management, CIO & COO

Jim Coursey is the Deputy Director for the Office of Information Management (OIM) and Chief Information Officer (CIO) for the South Carolina Department of Health and Human Services (SCDHHS). Coursey is responsible for the design, development, release, and maintenance of all technology systems and services for the agency. He is charged with designing and executing an information technology (IT) modernization plan that targets the most-pressing information management challenges of the agency and delivers agile, secure, integrated, and responsive solutions to SCDHHS and its stakeholders. Coursey follows an enterprise approach to transforming SCDHHS' legacy IT systems, focusing on robust, reusable technologies that provide reliable service to the citizens of South Carolina at the best possible value.

Coursey joined the agency as CIO in July 2015. Prior to that, he was the Director of the Maryland Department of Human Resources Innovation Center, where he established an enterprise framework for that human service agency's case management systems. During that time, Coursey was also named to the intervention leadership team to identify, address, and correct the technical problems associated with the troubled launch of the Maryland Health Connection health insurance exchange (HIX).Throughout his 20+ year career, Coursey has focused on finding opportunities to improve the application of technology to support health and human service organizations and the people they serve.

Coursey graduated from the University of Illinois in 1992 with a Bachelor of Arts in English Literature.
