Provider Reimbursement Available for COVID-19 Testing for the Uninsured

The South Carolina Department of Health and Human Services (SCDHHS) today announced it will begin accepting applications for a limited-benefit Medicaid coverage group newly authorized to provide reimbursement for coronavirus disease 2019 (COVID-19) testing for those without healthcare coverage. Services and individuals covered by the new COVID-19 Limited Benefit Program are limited to COVID-19 testing and diagnostic services. Instructions for providers are available below.

Independence Day Provider Payment Holiday Schedule

The South Carolina Department of Health and Human Services (SCDHHS) will operate on an updated schedule for Healthy Connections Medicaid claims submission and payments for one week in July 2020 to accommodate the 2020 Independence Day holiday.

U.S. Department of Health and Human Services Announces Medicaid Funding Relief

The U.S. Department of Health and Human Services (HHS) announced it is distributing $15 billion in relief funds to eligible Medicaid and Children’s Health Insurance Program (CHIP) providers who participate in state Medicaid and CHIP programs, including the South Carolina Healthy Connections Medicaid program. In order to be eligible, providers must not have previously received a payment from the Provider Relief Fund General Distribution and must have billed a state Medicaid program or Medicaid managed care plan between Jan. 1, 2018, and May 31, 2020.

Healthy Connections Choices Annual Enrollment Broker Provider Trainings

The South Carolina Department of Health and Human Services (SCDHHS), in partnership with the state's contracted enrollment broker, MAXIMUS, will facilitate in-person provider trainings throughout the state in the fall, contingent on the reopening of training facilities. Maximus will offer this training by webinar or telephone if in-person trainings are not possible due to coronavirus disease 2019 (COVID-19).

As a part of the state’s preparation and response to coronavirus disease 2019 (COVID-19), the South Carolina Department of Health and Human Services (SCDHHS) has issued guidance to providers through Medicaid bulletins, provider alerts, webinars, memos and the publication of answers to common provider inquiries on the frequently asked questions (FAQ) section of the agency’s COVID-19 website. Approval of South Carolina’s Appendix K Amendments Request

On Friday, March 13, 2020, President Donald Trump declared a national emergency due to coronavirus disease 2019 (COVID-19) and Governor Henry McMaster declared a state of emergency for the state of South Carolina. As a part of the state’s preparation and response to COVID-19, the South Carolina Department of Health and Human Services (SCDHHS) submitted a request to the Centers for Medicare and Medicaid Services (CMS) to amend several 1915(c) Home and Community-Based Services waivers with the Emergency Preparedness and Response Appendix K. CMS approved SCDHHS’ request on April 21, 2020.

2020 Provider Revalidation: Group 2 Temporarily Delayed Due to COVID-19

On Friday, March 13, 2020, President Donald Trump declared a national emergency due to coronavirus disease 2019 (COVID-19) and Governor Henry McMaster declared a state of emergency for the state of South Carolina. As a part of the state’s response to COVID-19, the South Carolina Department of Health and Human Services (SCDHHS) is delaying the provider revalidation process for Group 2, previously scheduled to begin on April 27, 2020, until further notice.

Initial Approval of South Carolina’s 1135 Waiver Request

To facilitate the South Carolina Department of Health Human Services’ (SCDHHS) response to coronavirus disease 2019 (COVID-19), and pursuant to national and state declarations of emergency on March 13, 2020, SCDHHS submitted a waiver under Section 1135 of the Social Security Act requesting a variety of administrative and regulatory flexibilities to aid in the state’s preparation and response to COVID-19.
