Optional State Supplementation (OSS)

A state-funded program designed to help low-income persons meet basic living needs not fully covered by the Federal Supplemental Security Income (SSI) program provided in licensed Community Residential Care Facilities (CRCFs). OSS is not a Medicaid program. 

To receive OSS, a person must meet all of the following criteria:

A Paid Feeding Assistant (PFA) supplements the services of a Certified Nursing Assistant in a nursing home setting by helping with resident feeding activities.  A PFA does not feed those residents who have difficulty swallowing, recurrent lung aspirations or have a complicated feeding problem such as a tube or IV. PFAs must successfully complete an eight-hour state approved feeding assistant training program and work under the supervision of a registered nurse or licensed practical nurse.

What is PASARR?

A federally required process that prohibits a Medicaid certified nursing facility from admitting any new resident who has a serious mental illness (MI) or is mentally retarded (MR), unless it has been determined whether the individual requires a level of service provided by the nursing facility and the individual is in need of specialized services for the MI or MR.

Per federal regulations, direct care staff employed in a Medicaid certified nursing facility must be listed on the state's Nurse Aide Registry as a Certified Nurse Aide (CNA). The primary purpose of the certification program is to ensure that only those nurse aides who have demonstrated competency based upon standardized training and/or testing are employed.

South Carolina Medicaid Complex Care program is a patient assessment system that targets Medicaid-eligible hospital patients who no longer require hospitalization, but meet the nursing facility level of care. The program is intended to provide financial incentives to enrolled nursing facilities who admit Medicaid beneficiaries with complex care needs.

Nursing Facilities

Definition

A nursing facility is a health-related facility which fully meets the requirements for state nursing facility licensure and must be surveyed for compliance with the requirements of participation in the Medicaid program by the South Carolina Department of Health and Environmental Control (SCDHEC) Bureau of Certification and be certified as meeting federal and state requirements of participation for long-term care facilities.

Provides 24-hour care by licensed/certified staff.

Hospice Eligibility Criteria

In order for a Medicaid beneficiary to qualify for hospice care under Medicaid, a beneficiary must:

  • Be certified by a doctor as having a terminal illness.
  • Have a medical prognosis that his/her life expectancy is six months or less if the disease runs its normal course.

Incontinence Suppplies (IS) include:

  • Diapers
  • Briefs
  • Incontinence pads
  • Med pads (chux)
  • Wipes

Incontinence supplies can be delivered monthly, every other month or quarterly.

For adults, the maximum amount that can be received is one of each item monthly. For children the maximum amount varies up to what is considered medically necessary (usually up to 5 cases for diapers/briefs and 4 packs of wipes monthly).
