The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following actions regarding the addition of Intercept, an evidence-based intensive in-home service for children and adolescents, under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after Aug. 1, 2026, SCDHHS will amend the South Carolina Title XIX State Plan to add coverage of Intercept services. The Intercept model combines evidence-based clinical practices and is designed to serve youth up to age 20 who are at risk of entering foster care or other out-of-home placements. SCDHHS is making these changes to support needed access to behavioral health services, enhance the state’s provider network, and ensure services are delivered effectively.

The Intercept model includes the following discrete rehabilitative behavioral health services which comprise a bundled reimbursement rate:

• Behavioral Health Screening;
• Diagnostic Assessment;
• Diagnostic Assessment – Follow-up;
• Family Psychotherapy;
• Service Plan Development;
• Crisis Management;
• Family Support Services; and/or
• Behavior Modification

SCDHHS anticipates an estimated budget impact of $521,547 thousand total dollars per year.
