Public Notice of Final Action for Assertive Community Treatment (ACT) Services

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following action regarding ACT services under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for dates of service on or after July 1, 2023, SCDHHS will amend the South Carolina Title XIX State Plan to add ACT services under rehabilitative behavioral health services (RBHS). ACT is a team treatment approach designed to provide comprehensive, community-based behavioral health treatment, rehabilitation, and support to persons with serious and persistent mental illness.

This change ensures community-based treatment services are implemented according to best practice standards.

ACT services will be paid through daily rates designed for both small teams (50 clients or less) and large teams (51–129 clients):

Based on the action above, SCDHHS anticipates a budget impact of approximately $2.2 million (total dollars) per year.
