Public Notice of Final Action for Update to Pediatric HIV Clinics Reimbursement Methodology

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following actions regarding reimbursement methodology for Pediatric HIV Clinics (PHC) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after July 1, 2025, SCDHHS will amend the South Carolina Title XIX State Plan to update the reimbursement methodology for services delivered in PHCs, previously known as Outpatient Pediatric AIDS Clinics. Reimbursement is set at a fixed rate based on providers' cost reports as follows:

  • T1015 = $99
  • T1025 = $1,031

SCDHHS is making this change to support access to PHC services, standardize reimbursement and improve Medicaid members' health outcomes.

Based on the actions above, SCDHHS anticipates a budget impact of $14,970 total dollars per year.
