Public Notice of Final Action for Updating the South Carolina Department of Disabilities and Special Needs Early Intervention Medicaid Prospective Payment Rates

The South Carolina Department of Health and Human Services (SCDHHS), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following actions regarding its methods and standards for paying providers under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective for services provided on or after May 1, 2024, SCDHHS will amend the South Carolina Title XIX State Plan by updating the South Carolina Department of Disabilities and Special Needs Early Intervention Medicaid prospective payment rate based upon the 5% cost of living adjustment authorized by the South Carolina General Assembly for state fiscal year July 1, 2023, through June 30, 2024. Additionally, a rate adjustment to account for the increase in fringe benefit costs, including health insurance and retirement costs, will also be factored into the July 1, 2023, Medicaid reimbursement rates.

As a result of the above actions, the rate is projected to increase from $26.52 to $28.49 effective May 1, 2024, and reflects a 7.43% increase.

SCDHHS estimates that these actions will increase annual aggregate Medicaid expenditures by approximately $1.4 million (total dollars).
