Public Notice of Proposed Action for Intermediate Care Facilities for Individuals with Intellectual Disabilities Rate Methodology Update
The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following proposed action to update the rate methodology for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs) through Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
Effective on or after Dec. 1, 2026, SCDHHS proposes to amend the South Carolina Title XIX State Plan to transition from statewide ICF/IID rates to cost-based individual provider rates. SCDHHS is making this update to align cost report requirements across facility types and to support access to services provided in ICF/IIDs.
Based on the actions above, SCDHHS anticipates a budget impact of approximately $7.9 million total dollars reflecting the increased costs associated with delivering services to these members.
Copies of this notice are available at each county SCDHHS office and at www.scdhhs.gov for public review. Additional information regarding this proposed action is available upon request at the address cited below.
