Public Notice of Proposed Action for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID)
The South Carolina Department of Health and Human Services (Department), pursuant to the requirements of Section 1902(a)(13)(A) of the Social Security Act, gives notice of the following proposed action regarding its methods and standards for paying providers under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).
Effective for services provided on or after October 1, 2018, the Department proposes to amend the South Carolina (SC) Title XIX State Plan by updating the Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) Medicaid prospective payment rates by providing for an add-on to their July 1, 2017 rates. The October 1, 2018 add-on will be based upon funding received by the South Carolina Department of Disabilities and Special Needs during the state fiscal year 2019 state appropriations process to account for the second round of direct care workers salary increase.
The Department is making this change in order to implement provisions included in the SC State Appropriations Act for SFY 2019 as well as provide additional reimbursement to each ICF/IID for costs that were not incurred in the base year cost reports that were used to establish the July 1, 2017 payment rates.
As a result of the above action, the October 1, 2018 aggregate (i.e. institutional and community residences) weighted average rate is projected to be $370.46. The aggregate weighted average July 1, 2017 rate was $354.66. This represents an aggregate weighted average per diem increase of $15.80 per Medicaid patient day, or a 4.45% increase.
The Department estimates that the proposed action will increase annual aggregate Medicaid expenditures by approximately $6.59 million (total dollars).
