Residential Habilitation Service Rate Increases for the Intellectual Disability/Related Disabilities and Head and Spinal Cord Injury Waivers
Effective Nov. 1, 2025, the South Carolina Department of Health and Human Services (SCDHHS) is increasing reimbursement rates for the specific services listed in this bulletin. This includes services provided through the Intellectual Disability/Related Disabilities and Head and Spinal Cord Injury waivers operated by the South Carolina Office of Intellectual and Developmental Disabilities (OIDD).
Effective for dates of service on or after Nov. 1, 2025, the rates for residential habilitation services will increase as follows:

Note: All rates are for a daily unit except where otherwise indicated.
The new rates will be reflected on the Home and Community-based Services (HCBS) Waiver Fee Schedule by Nov. 1, 2025. Updated rates for services billed through Therap, OIDD’s case management, authorization and billing system, will be reflected in Therap beginning Nov. 1, 2025. When the Therap system is updated, authorizations for services billed through Therap will show the new rates effective Nov. 1, 2025. All claims billed through Therap for dates of service prior to that date should be submitted utilizing the rates reflected on the authorization.
