Public Notice of Final Action for the Coverage of School-Based Rehabilitative Behavioral Health Services

The South Carolina Department of Health and Human Services (SCDHHS) gives notice of the following actions regarding the coverage of school-based rehabilitative behavioral health services (RBHS) under the State Plan under Title XIX of the Social Security Act Medical Assistance Program (Medicaid).

Effective on or after July 1, 2022, SCDHHS will amend the South Carolina Title XIX State Plan to implement an alternative fee schedule for specific RBHS provided to students in school-based settings. The development of the alternative fee schedule is consistent with the recommendations made by SCDHHS to improve access to school-based mental health services for children across the state.

The following RBHS may be reimbursed in accordance with the Local Education Agencies (LEA) provider manual and its corresponding fee schedule when rendered in a school-based setting

  • Diagnostic assessment
  • Service plan development
  • Crisis management
  • Individual psychotherapy
  • Family psychotherapy
  • Group psychotherapy

Based on the actions above, SCDHHS anticipates a budget impact of approximately $322,000 total dollars.

Any written comments submitted may be reviewed by the public at the SCDHHS, Bureau of Policy, 1801 Main Street, Columbia, South Carolina, Monday through Friday between the hours of 9 a.m. and 5 p.m.
