The South Carolina Department of Health and Human Services (SCDHHS) is working with providers to fulfill the promise of the home and community-based services (HCBS) rule. SCDHHS will review and possibly update some waiver programs. This is an opportunity to serve people better and we want Healthy Connections providers to be part of that process.
HCBS Deadline Extension - July 2020 Update
NEW: CMS issued an extension of the HCBS deadline for the settings criteria until March 2023. This extension only applies to HCBS settings as they were the only part of the regulation that had a transition period. All other requirements (person-centered planning and conflict-free case management) were (and still are) to be in place effective March 17, 2014.

SCDHHS and SCDDSN are working on revised deadlines for general setting remediation and the HCB Quality Review Process. The revised deadlines will be shared once finalized.

This webinar reviewed the HCBS settings assessment data conducted by PCG on DDSN-contracted provider settings. We reviewed some of the global findings, discussed compliance action plans and their requirements, what provider resources are available, and looked ahead at the heightened scrutiny process. - South Carolina HCBS Statewide Transition Plan
The first part of the process is creating a South Carolina Transition Plan for the waiver programs. The South Carolina Statewide Transition Plan is available for reading in the "Resources" section of this website. This plan received Initial Approval from Centers for Medicare and Medicaid Services (CMS) on November 3, 2016. The plan received Final Approval from CMS on February 4, 2020.
