Community Long Term Care (CLTC) operates home and community-based waiver programs for persons eligible for nursing home care but who prefer to receive their services in the community. Through a process of case management and an individualized service package, waiver clients are able to successfully remain at home at a cost to Medicaid that is substantially less than the cost of institutional care.
CLTC administers and operates the following Medicaid waiver programs: Community Choices (CC), HIV/AIDS, Mechanical Ventilator Dependent (Vent) and Medically Complex Children (MCC).
CLTC also administers four waivers that are operated by other state agencies. The Department of Disabilities and Special Needs operates the Head and Spinal Cord Injury (HASCI) waiver, the Intellectual Disability/Related Disabilities (ID/RD) waiver and the Community Supports (CS) waiver. The South Carolina Continuum of Care operates the Palmetto Coordinated System of Care (PCSC) waiver.

Inactive Waivers
The following waivers are currently inactive: Pervasive Development Disorder (PDD), Psychiatric Residental Treatment Facility (PRTF), Community Engagement and Children's Health Access In Community Environments (CHANCE). Information regarding inactive waivers can be found on the Waiver Archive page.
