Home and Community-based Services Provider Manual Update

Effective July 1, 2025, the South Carolina Department of Health and Human Services (SCDHHS) will update its Home and Community Based Services (HCBS) Provider Manual. This will include updates to the following Provider Scopes and Standards:

  • Adult day health care (ADHC) nursing
  • Attendant care (self-directed)
  • Institutional respite
  • Personal emergency response system (PERS)
  • Personal care
  • Children's personal care (CPC)
  • Pest control

In addition, policy guidance for HCBS settings requirements for certain residential and non-residential settings will be updated in the HCBS Provider Manual to reflect completion of the statewide transition plan and ongoing processes for compliance with federal HCBS settings regulations.

These updated sections will pertain to providers who render waiver or State Plan services, as shown in the Service and Program Matrix that is included in section five of the HCBS Provider Manual.

Addition of New Services

The manual updates will also include the addition of two new waiver services. Caregiver coaching will be added to the Intellectual Disability and Related Disabilities waiver and children's attendant care (self-directed) will be added to the Medically Complex Children waiver.

These updated sections will pertain to providers who render waiver or state plan services, as shown in the Service and Program Matrix that is included in section five of the HCBS Provider Manual.

A draft of the updated HCBS Manual is available for review here. Providers are encouraged to submit feedback about the policy changes included in the draft manual by emailing MedicaidWaiver@scdhhs.gov by June 20, 2025. The revised manual will go into effect and be posted on the provider manual page of SCDHHS' website July 1, 2025.

Training will be available specifically for SCDHHS-contracted HCBS and CPC providers who will be impacted by these policy updates. All training will be conducted virtually via Microsoft Teams. Providers can register for the training below. Training for caregiver coaching will be conducted by the South Carolina Department of Disabilities and Special Needs.
